Using the separate Kiosk installer, I tried 1.4.1, and it does not appear to look at an appended kiosk_config.xml in the shortcut.
""C:\Program Files\MediaMatrix\NWare Kiosk 1.4.1\" C:\kiosk\config.xml"
1.4.0 is the same.
I've played with different locations for the .xml, and also with the "" marks.
However, using a shortcut as below does work.
"C:\Program Files\MediaMatrix\NWare 1.4.1\NWare.exe" /personality=nware_kiosk C:\kiosk\config.xml
Any thoughts?

I just installed Kiosk 1.4.1 on a clean machine here, and it works fine.  But if you installed Kiosk on a computer that has a full install of NWare, it will confuse everything.  I suspect this is what has occured.
Let me know, because you are testing the installer out for us.
